School physical education is one of the essential parts of school education. Therefore, the development of school physical education and the implementation of physical education teaching are the most fundamental and significant means of realizing school physical education. As for physical education teaching, the courses concerning track and field are one of its most important constituents and they account for a large percentage of the syllabus of middle school physical education teaching. Therefore, how the track and field courses are carried out, to a certain extent, has reflected the condition of the fulfillment of the teaching plan of middle school physical education and the quality of the overall teaching. The study of the fundamental knowledge and basic skills concerning track and field , indisputably, will help promote the coordinated development of the body and the function of the different kinds of organs, help enhance the endurance, power and flexibility of the students body, and foster students' sense of bravery and strong will.Physical education teaching system is a complex of physical education teachers, students, teaching courses, means of teaching and so on. These constituents are mutually related and dependent. Therefore only by means of forming all these constituents into an integral whole, can the optimization of teaching activities be realized and can the aim of physical education teaching be pursed. A successful teaching of track and field is highly based on the highly coordination of the above mentioned four elements which are a guarantee of the optimization of track and field teaching. By conducting surveys and questionnaires on the above mentioned four constituents and by taking the present physical conditions of the primary and middle school students, this paper made an elementary assessment of the condition of track and field teaching in Liao Ning province. Based on the orientation of the reform on physical education teaching both domestic and overseas, this paper set out to put forward some strategies for improvement. By means of sampling in different stages, questionnaire I was conducted on the 208 middle schools which have been chosen as a sample from the 2362 middle schools in Liao Ning province. The percentage is 8.8%. the questionnaires and surveys were conducted in view of the differences lying in cities and towns and proportion in junior and senior high schools. The number of the questionnaires got back is 157 among which 152 is effective. The rate of the return of the questionnaires is 78.5%and the rate of validity is 96.8%. Different from questionnaire I, the subject of questionnaire II was confined to the experts in the relevant field who have engaged in physical education teaching for more than ten years. It explored the problems lying in the track and field teaching in Liao Ning province and the strategies which may help to solve the problems. The number of the questionnaires was 30 among which 26 were returned and the rate of the return of the questionnaires is 86.7%. the data were dealt with statistically by SPSS10.0 and the result showed that the overall condition of track and field teaching in Liao Ning province was not satisfactory and the problems are mainly as follows:Firstly, track and field teaching has not fulfilled the task regulated in the syllabus completely. Junior middle schools just finished one third of the total class hours while senior middle schools only completed less than half of the total hours. This, indisputably, can not guarantee the fulfillment of the systematic teaching in view of the quality of teaching. Moreover, the theory class of track and field teaching and establishment of extracurricular activities related are not satisfactory.
