In the 20th century, man steps into intellectural economic time. With knowledge being applied to economy, it becomes more and more important to the development of the society. As a result, education becomes an important media which transforms knowledge into productivity and wealth. Education plays an important role in improving economic scientific and technological, national denfensive strength and building up national conhension. The key to the strategy of wealthy society is decided by the development of education, which more depends on the basic education in the countryside. As a country with the largest population, the development of rural education decides the incrasing of the national quality and international competition in China. The development of rural education is under a bottle-neck condition of devotion which is the key point of the development of education and economy in China.The Chinese government has realized that the development of rural education is closely related to Three Problems is Countryside (that is rural area , agricultural and formers ). The purpose of scot reforms is to solve the problem and develop the rural area. The present study analyses the new demands that knowledge and economy lead to in the development of education in China; it also analyses the development compulsory education in the countryside because of the Scot reform in Haicheng, especially the state of affairs and problems on the development of compulsory education in the countryside. The present study proposes the concrete strategies and suggestions on the future development of our compulsory education. All these lead to a new style of compulsory education in policy guide, current devotion, operating system and managing modal.
