As a teaching method and a subject of study, problem has a history of more than 2000 years. In the ancient there were Confucius' method of questioning and answering ,and Socrates' the art of intellectual midwifery.In modern times ,there are Dewey's problem-solving approach for five step, M.имахмутов's theory of problem teaching , PBL and so on . these are observed that problem is a everlasting theme .At the background of the curriculum reform in the new elementary education ,and at the aim direction of training student's spirit of innovation , awareness of problem and ability of solving problem , problem is placed on the agenda again . 'thousands of inventions are origined problem', innovations also are origined problems ,so strengthening the study of problems will play a fundamental and long-range role, in favor of training persons who adapt and promote the development of the information society and receiving period's challenge around the creativity . However, the existing studies are spread relatively .these studies are more about the abilities on how to use problem. My study are allocated between the study of general teaching theory and material operation ,that is the deep study of problem efficiency. The paper includes five chapters:The first chapter teases and concludes the existing studies, and confirms the range of my study.The second chapter expatiates study' theories , in order to provide a new eyes for my paper.The third chapter analyse concepts , structure , form mechanism and evaluation.of problem efficiency.The forth chapter scans and analyse the shortage of problem efficiency.The last chapter probes into the operating strategy on how to improve problem efficiency.
