Education is the foundation of an important project lasting for generations. Alongwith the knowing of educational law deepens progressively, it has already been thecommon understanding of countries all over the world. In the 21st century, thedevelopment of science and technology, the arrival of the knowledge economy , theintensification of international competition have all put forward the new challenge tothe basic education of our country. All these need quicken the steps of implementingquality education. In June of 1999, the State Council issued "Decision on Deepeningthe Educational Reform and Advancing Quality Education in an All-round Way of theState Council of Central Committee of the Communist Party of China ".It proposedthat we should "adjust and reform the system, structure, content of curriculum and setup new basic education curriculum system ". In June of 2001, the task of"accelerating structuring the curriculum system of basic education which meets theneed of the quality education " have been defined further in " Decision of BasicEducational Reform and Development of the State Council". In July, "The Outline ofBasic Education Curriculum Reform (try out) " was issued and implemented formally.The new curriculum reform needs coordination and cooperation in many aspects,including the government' s support, the expert's participation and guarantee of thelaw, but the conscious participation of teachers at primary and secondary schools isessential. The reform could really take place only after teachers at primary andsecondary schools have taken part in the reform actively, examined one's own faithcritically, changed one's own teaching behavior in order to meet the demand for thereform. In the twenties and thirties of the 20th century, the faults of Dewey'sprogressive educational movement and Bruner's curriculum reform movement of thesixties have proved this from the opposite side as well. So, quality of the teachers atprimary and secondary schools has direct relation to success or failure of a new roundcurriculum reform of basic education. There are a lot of ways to improve teachers'quality, which can be basically divided into two parts, training before a duty andtraining after the duty, the former mainly means the systematic normal education andits objects are mainly normal school students;The latter includes being temporarilyreleased from one's work for receiving a training, on-the-job training, visiting-investigating, teaching practice, seminar etc., and its objects are mainly teacherson-the-job. For a long time, teachers at primary and secondary schools have alreadygot used to old teaching methods under traditional education ideas. The tendency ofthinking that forms in the long-term teaching practice is deep-rooted. Comparativelyspeaking, the normal school students haven't psychological pressure. Once theyaccept the new idea of education, they will put them into practice. consequently,quality of the normal school students who will be the people's teachers in the futurehas the essential significance to the implementation of new curriculum.This dissertation has adopted mainly the method of document andcomparative-study. On the basis of consulting a large amount of documents andmaterials, and my own the experience engaging in normal education for many years atthe same time, I have analyzed normal student's quality, new idea of the newcurriculum reform, have analyzed the impact of the new curriculum reform onnormal school student's quality on this basis, and I have discussed the new need of thenew curriculum reform of the normal school students, from the respects such aseducational idea, knowledge quality, ability quality, physical and psychologicalquality, etc.;I have examined normal school student's quality, problems in normaleducation and have put forward the countermeasures of the normal education in viewof the above.The normal education is undertaking an important task of training the qualifiednormal school students. According to our country's present situation, the state ofnormal school student's quality doesn't seem to optimistic, it is difficult to meet theneeds of new curriculum reform. Reasons that cause these questions are in manyaspects, but normal education has inescapable responsibility. The educational idea,ways of teaching, mode of evaluation on students, construction of teacher group andthe educational system of the present normal education all can't meet the needs ofnew curriculum reform of basic education. As a result, the corresponding reform ofthe normal education must be carried on. First of all, the educational idea of thenormal education should be changed;we should establish the educational idea whichis correspond with view of curriculum, view of knowledge, view of students, view oflearning, view of teaching, view of evaluation that new curriculum reform advocated.Secondly, perfect the construction of curriculum, including perfecting educationalcourses, adjusting properly the proportion of specialized course of discipline,enhancing the practical curriculum, increasing integrated curriculum, strengtheningmodernized educational technology curriculum. Thirdly, improve the way of teaching.We should change originally single transmit-accepting teaching mode and take theflexible teaching methods according to the object of education, content of courses andthe goal of teaching. Fourthly, reform the system of evaluation on students. We shouldset up the system of evaluation that promotes the normal school students' all-rounddeveloping;Fifthly, strengthen the construction of teachers group. At last, deepen thestructural reform in education of normal school. We should change single,independent, close structure of education into the diversified, open structure ofeducation.
