"The Central Committee of the CCP State Council Reforms Comprehensive Advancement Education for all-around development about Deepened Education Decision" pointed out that, "The schools should establish instructional ideology whose first goal is the healthiness, and strengthen the work about sports pressingly. For the sake of carrying out "Decision" comprehensively, in 21 century the physical education had innovated cosmically in the schools. In Sept. 2001,"The Standard about Curriculum of Sports and Health", shortened form as "Standard" in the following text, had been tried out country widely in the part of experimental districts, and had replaced The Precise of Physical Education ". It was significant that we promote the innovation about the curriculum of sports and health, when we attend to the effects of "Standard" which were actualized in experimental phases in junior high schools of Hebei Province and found problems after summarizing the successful experience.This thesis utilizes many techniques about skimming over literatures, surveying, statistical algorithm about symbolic logic and analyzing logistically, surveyed 287 gym teachers and 3460 students who were choused randomly The objects researched were persons who worked and studied in junior high schools where we actualized the "Standard" for two years in Hebei Province. Contents included many complexions about developing of physical training and athletic sports after school, teachers' understanding and administering to the "Standard", the execution situation and "Standard" and managing five dominical goals in the "Standard". We can elicit the following conclusions:(1) Presently they had actualized the "Standard" basically and completely in the physical education in junior high schools, Hebei Province, but it is not ideal that we did not develop athletic sports after school very well. Track and field, playing basketball and games were primary in the physical education, but it is lack of civilian, national and traditional physical education. Field movements were less than two above physical educations. (2)The teaching form was singular when we developed the physical education, and teachers only gave a class with executive classes. Teachers' judgment was primary in estimating physical educations, and the students estimated assistant by themselves or each other, but frequently we did not adopt judgments from paterfamilias. The content ofjudgments possesses the multifamily, but mastering and improving athletic skills were primary in our physical educations. (3)There is a gap between our achievement in five dominical goals about the "Standard" and the total request by nation in the physical educations. Comparably, the complexion of physical and mental health was better than participating in sports, athletic skills and adapting with society. Multinomial complexions' difference was remarkable between cities and countries (p<0.01), the effect in cities was better than that in counties. (4)There is the difference between understanding and performing to the classes by gym teachers. We should attach importance to enhance training gym teachers. Many factors, including lack of equipments, attention of leaders, containment of superiors and outlay, badly depressed the teachers' enthusiasm. These factors influenced we actualized the "Standard" effectively in junior high schools, Hebei Province.' Finally, this research indicated relevant countermeasure, based on the actual instance of Hebei Province, and suggest some methods. We should reinforce to train leader who worked in local schools;change their conception to education and running schools;increase the outlay for reforming the curriculum of physical education and health;improve the status of gym teachers;proportionally introduce into personnel of teaching and researching with high degrees;enhance training gym teachers;harmonize the training for teachers and the "Standard";enhance skills in field sporting;add the proportion of national and civilian physical culture to our physical education;increase the propaganda to innovate new courses and the achievement;establish cooperatively educational mechanism among schools, families and society;design the goal for locally physical education and health based on the "Standard". In this way ,we can suggest some consult which we institute some schemes of physical education and health in junior high schools, Hebei Province, and provide the gist in developing physical education in cities and countries for educational and executive apartment.
