In the reform of China's basic education, people are beginning to realize that without the curriculum resources it would be impossible to put the new ideas and the criteria into the curriculum practice. Therefore, how to develop and utilize the curriculum resources have become a fairly new subject, as well as a spotlight and a difficult point in the reform. However, the study of curriculum resources is still at the preliminary stage and few mature achievements are made, particularly in the study of curriculum resources for English reading teaching. To remedy the gap, we try to make a monographic study on this subject in this paper.Based on the study of curriculum resources and theories of teaching English reading, this paper makes a tentative discussion on the existing problems, such as the lack of curriculum resource, the weak sense of curriculum resources, the unbalanced development of resources in different districts, the limited scope, the single pattern of development, and inefficiency. The paper puts forward the necessity of proper and efficient development and utilization of the curriculum resources. Its advantages lie in four, aspects, which are enriching the content of teaching, improving the teaching approach, innovating learning style, extending, teaching and learning. Meanwhile, the development and utilization of curriculum resources can not be done at random. It must follow four principles, which are the principles of privilege, suitability, opening and economy.The paper holds that there are four ways of utilize the resources which are textbook-based, teaeher-based, students-based patterns and the mutual dynamic pattern between the teacher and students. The paper points out the principles and strategies in the development and utilization of curriculum resources in English reading. The main forms of resources, together with their practical use are introduced. The internet highlights the daily life of human and provides more resources to the English curriculum, so using and developing the internet curriculum resources is the request of modern education. With the experiment and analysis of the development and utilization of curriculum resources in English reading, the paper proves that it improves students' English learning and their abilities and interest to learn, helps them to form good learning habits and enables teachers to promote their teaching and become better researchers in the field. Also, some problems appeared during the research process are put forward for further discussion.
