In the 1990s, the Taiwan government conducted radical educational reforms to conform to the demands of the nongovernmental organizations. This article starts from the Taiwan educational reform in the 1960s, and focuses on the educational reform in the 90s. An objective and realistic exposition in presented in relation to the 90s' educational reform, including the causes for the reform, the negative effects brought about by the reform and the causes for the failure of it. Furthermore, this article states the inspiration of the Taiwan educational reform to the Chinese mainland educational reform.The first section of the article analyzes the causes for the success of the 1960' s educational reform in Taiwan. Firstly, it satisfied the social needs and stablized the social order in Taiwan. Secondly, it satisfied the demands of the people in Taiwan. Thirdly, it adapted to the economic development in Taiwan. Fourthly, the large amount of investment provided the economic guarantee for the undergoing of the educational reform. Fifthly, the reform policies fitted in with the situation the Taiwan at the moment. The reform followed in order and advanced step by step due to the proper reassures taken. Last, the improvement of the qualification of the teachers' enabled the reform to succeed.The second section of the article primarily analyzes the causes for the educational reform in the 90s in Taiwan. The interior reasons for the reform are : firstly, the impact form the no-longer-strained social environment and political loosening policies; secondly, the seeking after higher proportion of entering higher school and master training brought about a number of negative effects to Taiwan. The external cause is the global reform tide and the change of educational ideas.The third section of the article analyzes the main characteristics of the educational reform in the 1990s. To begin with, localized education is stressed. Next, 12-year-long compulsory education is initiated, and comprehensive senior high school level of technical college are established in a large number. Thirdly, small classes and open education are advocated. Fourthly, the textbooks of primary school and middle school must be revised. Lastly, more channels should be open both to the professional training and development of teachers and to the entrance to schools of on the part of students.The fourth section of the article states the negative effects brought about by the 90s' reform. First, the Taiwan Independent idea is instilled and therefore raised the tense relationship between Chinese mainland and Taiwan government. Secondly, the reform fails to link up the nine-year syllabus and therefore the ability of the students are weakened. Consequently, doubts are cast on the 12-year compulsory education. Thirdly, it is hard for small classes and small schools to carry out the goals set by the " combination and rearrangement of the subjects taught" . Next, more types of textbooks under the same syllabus load the burden of the students and the economic burden of the parents.
