The basic task of China's educational reform is to promote the overall qualities of both teachers and students. Establishing a new system of curriculum for basic education thus becomes the central issue in the course of implementing this reform. Furthermore, in order to cater for the demand of this new curriculum reform, one of the important tasks facing educators and researchers is to set up an evaluation system for teaching and learning so as to meet the need of quality-oriented education, promote the physical and mental growth of students, the full development of teachers and the improvement of teaching quality of schools.Against the background of China's testing and evaluation development and reform, with reference to the status quo in Dalian, the present research attempts to conduct a thorough analysis of evaluating problems existing in Dalian junior high school geography education on the basis of a detailed survey. The paper also tries to formulate a framework for evaluation system, propose some evaluation items and suggest some evaluation strategies, in order to serve the present new curriculum reform, perfect evaluation system and specify evaluation items.
