Innovatory Education is the main melody of modern education during the knowledge economic time, and also, it is the core of Essential-Quality-Oriented Education. As the deep development of Elementary Education reform, to develop the innovative spirit and practice ability of students becomes the core and starting point of our EQOE, which is a great change in education thought and idea. Furthermore, it is a qualitative overtly in education reform and development. Inquiry Learning is a brand new learning method which is germinated from the teaching idea with the aim of developing innovative spirit and practice ability of students. It is a creative teaching model meets the requirement of modern society development, and it is the inevitable choice of Elementary Education reform in the information society.The implementation of Inquiry Learning is a learning, and also a teaching method. It is to set a situation and way through the teaching progress, in which, the students could follow teacher's direction, taking music materials (music work or artistic form) as the research topic, learn to collect, analyze and judge mass information, so as to develop thinking and creative abilities. The development of Inquiry Learning in music teaching, will create open, vivid and many-faceted situation, in which, students can get music knowledge from many ways, discover new knowledge innately, image or create bravely, then synthesize and practice what they have learned.Recently, the research of Inquiry Learning in music teaching is still in the foundation stage. And the practice of it is not sufficient. This article tries to expound and analyzes the implementation of Inquiry Learning in music teaching, and on the basis of which, the article puts forward some ideas and suggestions for the Inquiry Learning practice in music teaching. The article includes four parts, Introduction, The Necessity and Feasibility of Inquiry Learning in Music Teaching, The Implementation way of Inquiry Learning in Music Teaching, and The Requirement of Inquiry Learning to Music Teacher.
