With the rapid growth of knowledge economy, the innovations in knowledge and in science and technology have been playing an increasing role in the economic and social development. Facing new things, new knowledge and new problems that are constantly emerging, people are more and more deeply conscious of the necessity and urgency of lifelong learning. In the 1970's, the United Nations Educational, Scientific and Cultural Organization raised the call,"March on the learning-oriented society!"Upon the theory of the learning-oriented organization, some outstanding enterprises improved themselves, achieving a marked effect. Shortly afterwards, the successful pattern of the enterprise management was introduced into educational field. The new curriculum reform in basic education has set new demands on vast numbers of teachers. They have been brought to the severe test of developing themselves. Under the present educational situation, it is of immediate significance to seek in practice a way of effectively furthering teachers'progress in specialty. In order to enhance the actual effect of further education in elementary and middle schools, the in-school training ---- a new normal training model designed to make full use of teachers'own schools ---- is widely proposed after rethinking, practice and study in recent years. Therefore, as school organizations at the lowest level, teaching and research groups should assume this mission in practice for teachers'progress in specialty. It is very important for the implementation of the in-school training to establish learning-oriented teaching and research groups. But the writer's politics teaching and research group has run itself chiefly by traditional means, so it cannot satisfy the demands of the new curriculum reform and in-school teaching and research. Because of this, guided by the theory and practicable methods of the learning-oriented organization, this thesis puts forward a tentative idea of establishing learning-oriented teaching and research groups. Following the valuable suggestions and guidance offered by the writer's graduate teacher, taking advantage of the conditions of the writer as an in-service teacher, helped by the teachers in charge of the politics teaching and research in Putuo District and by the leaders and all the politics teachers in the writer's school, the thesis also sets forth the practical research on the construction of the learning-oriented politics teaching and research group.First, on the basis of the actual conditions of the politics teaching and research group, after such methods of research as investigation and interviews were used, the thesis discusses the nature of teaching and research groups as school organizations at the basic level and makes clear the role which such groups should play in the new period. Secondly, in accordance with the requirements of the in-school training and the expectations of the group teachers, the thesis probes into the distinctive features and functions of learning-oriented teaching and research groups. Thirdly, in the light of the actual conditions, starting with the form, content and mechanism of group learning, the thesis designs and plans learning activities of learning-oriented teaching and research groups. Lastly, the thesis discusses how to establish in practice a system of group learning based on rethinking, information feedback and information sharing, so as to change traditional teaching and research groups into learning-oriented ones at last.The following conclusions are drawn from over one year's theoretical and practical research on the construction of learning-oriented teaching and research groups:1.The practice of setting up the learning-oriented teaching and research group has provided the group teachers with the opportunities of continuous learning and progress in specialty. This, to some extent, has promoted the teachers'development in specialty, deepened their consciousness of voluntary learning obviously, made them keep the habit of teaching rethinking: practice ---- rethinking ---- practice again, raised the efficiency of learning, and quickened the rhythm of work evidently.2. The practice of setting up the learning-oriented teaching and research group has made the group management more effective. This, to some extent, has changed the teachers'attitudes towards learning, duty and progress. The system of task responsibility has impelled the teachers to change from carrying out the tasks passively to taking the initiative to look for work. The change in the focus of attention to the group management has provided the teachers with the fair opportunities of getting promotion and bringing out potentialities.3. The practice of setting up the learning-oriented teaching and research group has formed considerable group culture, producing a learning atmosphere of openness, cooperation, information sharing and mutual benefit. The teachers'abilities of learning and teaching have been improved. The communication has been established among the subjects. All this has been in line with the goals, principles and methods of the new curriculum reform..
