Basic education reform asks the teachers for the increasing demands. The similar situations in the training program and teaching skills development of pre-service teachers are witnessed. With the development of the multimedia technology and network, integration of Information Technology and Teacher Education becomes a hotspot in the field of Educational Technology and Teacher Education. Focusing on this purpose, this research fulfilled the following tasks:Firstly, through the questionnaire and interview, the author analyzes the current status and existing problems of the development of teaching skills of pre-service teachers. The author proposes using video teaching case for the development of teaching skills of pre-service teachers. Secondly, the paper researches the theoretical foundation and the status quo of video case teaching practice at home and abroad. It analyzes the advantages of introducing the video case teaching in the pre-service teacher education and its implementation process. And the author puts forward a kind of strategy of implementing video case teaching in the pre-service teacher education, that is"Video case collection - Classroom observation - Teaching behavior observation and analysis - Learning about and study on Teaching skills- Discussion and Reflection- Practice and Improvement".Thirdly, the author structures the theoretical framework of video case teaching system based on a large number of educational theory, which is Classroom observation and Teaching behavior observation and analysis and Learning and Research on Teaching skills and Discussion and Reflection. Every part of the theoretical framework provides the reference scaffolds for pre-service teachers.Fourthly, the author designs and develops the video case teaching system based on the theoretical framework .Fifthly, the video case teaching system is applied in the practice, and the effects of application are analyzed.Finally, the paper comes to the conclusion of the study:Video Case Teaching System has opened up a way of teaching skills training of pre-service teachers.Video Case Teaching and the supporting system should be combined with the various stages of education practicum..
