Study Of The Development Of Higher Vocational Education System

Higher vocational and technical education is an important component of higher education, but also has become the main means for the popularization of higher education in our country. With the acceleration of China's education system and the rapid development of higher vocational education, deepening the reform of higher vocational education system has become a pressing task.This paper gives a comprehensive analysis of higher vocational education system . Depending on the different features of it, it can be divided into three stages. They are planned economy stage; exploration stage (from 1983 to 1998 ); comprehensive advancement and characteristic construction stage. Gone through ups and downs, but it still has made remarkable achievements in the training of hundreds of millions of technology talents needed for our country in production, construction, service and on-site management. It has made great contributions to industrialization, promoting the readjustment of the industrial structure and changing the mode of economic growth, accelerating the development of advanced manufacturing and modern services. It has made an important contribution to the popularization of higher education in our country. Higher vocational and technical education also has made an important contribution to regional planning and development. While it laid three resource bases for further development. First, the basic facilities for developing preliminary higher vocational education and the hardware foundation for strengthening capacity. Second, it has initially trained the teachers with the features of combination of theory and practice. It laid the base for deepening reform in the human resource. Third, this kind of education has emerged diverse trends in school principal and mode. It laid the structural foundation for running higher vocational education. But there are still many inevitable problems to deal with in the system. Such as decentralized management responsibilities, insufficient investment from government, extensive management, being lacking in link-up with various levels of education, overlapping management and rigid mode, imperfect internal management system, imbalance between supply and demand; alien development functions and purpose.As for the emergence of these problems, it is precisely because of higher vocational education system that fails to keep pace with reform and opening up policy in China. In order to deepen the reform of vocational education system, this paper proposes vocational education system should be innovated. The government should formulate a reasonable investment policies, establish and improve the investment structure. And it also should reform enrollment system and strictly carry out the vocational qualification system. The system reform of higher vocational education is a long-term and arduous task. Paying a lot of hard work, the bright future of higher vocational education will come true.
