The information has infiltrated all aspects of human activities and has been concerned with the development of science and technology since 1990's. The informationization development has brought the huge influence for the social product and the life, domain and so on science and technology, the change of economy, culture, environment inevitably affects and requests the education transformation. The information society has chosen the education, education also cannot leave the information. In high informationization society, knowledge and information on likely product equally frequently renewal, if people cannot gain information, analysis information and process information by the most effective method, they are unable to use these information promptly and are unable to adapt high velocity and the quick rhythm in information detonation time. Therefore, we thought the gain, the analysis, processing, application ability should become the basic quality which the modern people must have.Information literacy education is now increasingly becoming the theoretical and practiced issue that the education and community of the world are concerns of. The informationization society needs the talents with information literacy. In order to comply with this demand, each country all is developing rapidly national education of information literacy and training top-notch talents for the 21st century. Along with the internationalization, networking and virtualization of higher education, improving the information literacy education of university students is the need that higher education conforms to development of society and deepen reform of education, the requirements of the higher education. How to enhance the education of information literacy on university students is critical important for the development of China's informationization. Information literacy condition on university students and information literacy education of universities still exist some problems and difficulties in china. Facing the informationization society, how should we raise university student's information literacy level will relate to university informationization level and university student's future, also will relate to the social informationization and the strategy of national modernization.The aim of this research, is for the purpose of understanding the present situation of the domestic and foreign information literacy education, compared with our country and the developed country university student information literacy education aspect disparity, in the model overseas information literacy education development achievement, through methods and so on investigation, comparison, carries on to the university student information literacy education related question discusses thoroughly, impels the development of university student's information literacy education , provides the reference and the guide for our country's university student information literacy education.In the quite domestic and foreign information literacy education development condition and the research results, promulgates our disparity and the question, for impels our country university student information literacy education to provide the reference and the enlightenment. Through researching information literacy education correlation theories, Analyzing and researching the character and principle of information literacy education, combining the university reality in china, we sets up the curriculum system of the information literacy education. Through methods and so on questionnaire survey, analytical comparison carries on the investigation to the university information literacy education practice, we has analyzed the reason, our university student's information literacy education overall level is not high, in the model overseas information literacy education development experience, unified author's practical work to discuss the university student's information literacy education strategy which adapted with our country national condition.The innovation of article lies in: Through the domestic university's network investigation, the comprehensive inspection and the summary overseas and the domestic information literacy education practice, The writer carried on the curriculum design of information literacy education .in view of the domestic university information literacy education existence insufficiency, Teachers should unify the information literacy education with other discipline education in the education way; On the teaching object, Teachers pay great attention to all university students's information literacy education; In the service way, Teachers may promote the university student information literacy education through many kinds of information service.
