The paper focuses on the point that grade group developing strategy means coordinating and making full use of the grade resources and power to meet the school aim, standard solving grade problems and pursuing future developing. The basic starting point and end is the optimization of the grade whole function of high school, promoting the development of school, teachers and students. For the grade development strategies, the author, after masses of researching and analyzing the problems and the causes of the grade group development in the common high school, suggests setting up "two-grade grade group management", "tie-up grade group management", and the "brand grade group". Two-grade grade management means one of the two grade leaders is from headmasters of the school, and the other is from the grade. Tie-up grade management means the school prescribes a grade staff group during a period of the three years in high school. The teachers ensure the students' steady progress in these three years by setting different goals and also the final goals of the personal training, which should be scientific and reasonable. In addition, the tests should be strict and explicit. Therefore, the grade group can make the most of its function. "Brand grade group" means the high quality of its teaching and learning both in knowledge and moral. The teachers and the students should be highly developed. Therefore, it forms special culture characteristics of the grade group, and works as an example of other grades. The grade group project management of the common high school actually carries on the management of different grades based on the realization of school general strategic aim so as to solve the problems of the present grade management, promote school development and progress the teachers and students.
