Making secondary education universal is an important goal for education in China at the present stage. The realization of this goal in Henan province is mainly through popularizing the secondary vocational education. Due to the affection of the increase of the population, the number of the students enrollment and the total number of students studying in secondary vocational schools is increasing very fast year after year while the quality of the students is decreasing yearly. However, the total number of the secondary vocational schools in Henan province remains almost the same, and at the same time, the number of teachers working in secondary vocational schools has only a small increase, the investment in secondary vocational education especially in laboratories and practice field is apparently insufficient, and the teaching methods remains much the same as ever, which cannot fully meet the requirements of the students'studies. Thus the students of secondary vocational schools cannot study efficiently. This dissertation first analyzed the present situation and the main problems existing in secondary vocational schools according to the statistical data drew from the questionnaires conducted in 43 secondary vocational schools in different cities and regions in Henan province. The problems are mainly inquired into in five aspects—teacher resources, descriptions of training goals, conditions for school-running, education and teaching etc. And then the factors which have caused them are analyzed. Finally ways to solve the problems are suggested through comparison with the secondary vocational educational mode and methods in some advanced countries and regions. To promote the development of the secondary vocational education in Henan province, it is suggested that a teacher resource data base should be built to solve the problem of teacher-shortage, the training goals should be made according to the requirements for certain positions, practice teaching should be strengthened according to the training goal, proper teaching methods should be chosen according to the contents and the students'learning ability.
