As the outcome of the reform and development of science education, the STSE instruction has already played a vital part in the secondary school. The new round reform in the elementary curriculums emphasizes that the education aims to help students to realize the close relationship between chemistry and their daily life, pay attention to the social problems which are related to the chemistry, and develop their social responsibility, sense of participation and their decisive capacity. Our education tries to promote the students to achieve the three dimensional goals, i.e. acquire knowledge and skills, both processes and methods, and also the emotion, the manner, and the values. The application of the STSE instruction in the chemistry courses is an effective way to realize these three dimensional goals.This paper focuses on both the theory and actual practice of the STSE course forms and teaching strategies of chemistry in the new curriculum. It compares the STSE curriculums both at home and aboard, analyzes the different forms of STSE curriculums, profits from the overseas outstanding STSE teaching cases, concludes the actual chemistry teaching in the middle school, and tries to find out the effective teaching strategies to develop the STSE instruction in the new curriculum. This paper is composed six sections.Section One: to explain the realities and teaching needs of STSE instruction.Section Two: to introduce the theoretical basis and background of the STSE instruction, and focus on the development of the course forms of the STSE instruction in China and abroad.Section Three: to compare the STSE concepts in works of Chemistry in Society (U.S.A), Advanced Chemistry (Salter, Britain), Elective Chemistry Book (China), and conclude their characteristics in compilation.Section four: to profit from the overseas outstanding STSE teaching cases, unify the actual chemistry teaching in our country, and suggest five strategies for STSE instruction, i.e., the establishment of the effective teaching environment, roll play, discussion, debate, scientific inquiry, and STSE practice.Section Five: to carry out the STSE instruction in Nanjing NO. 13 Middle School, and put the five strategies into practice.Section Six: from both theoretical basis and actual practice, to reconsider the implementation of the course and the development of the teacher in the STSE instruction, and to promote the development of the STSE instruction.This paper provides both the theoretical basis and the actual teaching methodologies of STSE instruction for middle school chemistry teaching.
