As China's social economy's rapid development, the urbanized advancement also will accelerate. Accompanied by deepening the reform of state-owned enterprises, the transformation of functions,The social functions and the service functions transferred from the enterprises and the government, most of them have to undertake by urban communities. The relationship between city peoples and community's are getting more and more close, they are not only concerned about community development, participation in community activities, but also for community management, community services, living environment, culture and entertainment, medical and health aspects and so on, therefore, making the building of urban communities is an urgent request. In the process of community building, the human is the first essential factor; it is not only the core strength of construction work, but also the important part of the community constructs. However, each development road of city's community is different. Therefore, the different cities in the practice of community building are different; the human resources development requirements are also different. This article constructs Guiyang City's human resources development in the community building. It elaborates the human resources development present situation , and analyzes the question which in the human resources development of Guiyang community building, and further discuss the countermeasure which from the establishment of scientific and rational management system; Party organizations play a core leading role ; improve the community's neighborhood committee's initiative; integrate the function of community education; enhance non-governmental organizations of the communities and organizations, and so on.
