In the 21st century, in order to adjust to the rapid development of science and technology and faster the time-honoured students of high quality our country put forward quality education,which requires we,the teachers ,in teaching ,not noly develop students intelligent factors but also pay much more attention to students ,non-intelligent factors such as motivation,interest,emotion,will and personality.Only in this way can we make students learn actively and willing and faster the creative persons of high quality. This article discusses what the non-intelligent are, its present situation at home and abroad,its effective function in students learning ,its importance and ways of cultivating students non-intelligent factors ,its evaluating methods and theory ,and finally by experimenting with the teaching cases ,the teachers apply the theory to practice. Thus we can conclude:In teaching ,we should use the multiple forms and all kinds of practical approaches and measures on a long term basis to develop students non-intelligent factors .So the teaching quality in chemistry must be improved greatly and promote quality education as the same time .
