The new era demand poses new challenges to training. To cultivate the high-quality and all-round development talent, China's new round of curriculum reform of basic education has become firmly rooted, while the quality education has also been great developed. But in the current context of the heavy academic pressure,how to make students learn knowledge and skills while improve their ability and enrich their emotional experience? The key is to find a new learning way, let the students learn knowledge and skills while their emotions, attitudes, values get developed, and promote comprehensive development of students. The investigation activity learning is a learning way based students'activity, aims the students to obtain knowledge and skills, experience the life, enrich emotional and improve ability through the activities. This article theoretically analysis the meaning, characteristics, sense, idea, contents, the implementation process and the pattern of the investigation activity learning, discusses its philosophy, psychology and pedagogy base, construction the implementation process of the investigation activity learning, summarize its specific teaching strategies, and at last take a secondary class as the target, trial the investigation activity learning to explore the feasibility of implementation process of this learning way.The investigation activity learning is a kind of experiential activity learning way that the students under the guidance of the teachers establish the objectives, content and methods of investigation, observe, study and experience the social and natural phenomena, use the knowledge and skills to solve problems, access to development in knowledge, capacity and quality. It is a kind of subjectivity, sociability, process, experiential, integrated and problem-solving learning, which help to promote the students'socialization, enhance the life experience of the students, cultivate the students'excellent personal qualities, and build harmonious relationship between students and teachers.The process of the investigation activity learning has six links, including the determine the themes, formulate the program, contact and communication, activities, preparation, implementation of activities and activities of the sum of six links, it has certain requirements for teachers and students in the course of activities, and the implementation of activities is flexible, the diverse ways mainly include visit, interviews and surveys. The specific teaching strategies of the investigation activity learning include program design strategies, preparing strategies, specific implementation strategies and evaluation strategies. Among these strategies, program design strategies are mainly related to the selection of theme and the determination of the specific activity process, preparing strategies include inventory of school resources, the students'preparing and to fight for parents'and community'support, specific implementation strategies include the students collect and collate information, organize the students to exchange and discuss the activities and supervise the students on-site observation and recording, evaluating strategies include the use variety of evaluation forms and methods, focus on qualitative assessment .
