With the accelerating process of urbanization, the community is becoming the main area where young people flow to. It has been accepted that the focus of urban youth groups and the work base of youth are on this terminal. As the weakest link, unemployed and out of school youth may require more care and assistance from the society. In recent years, the number of unemployed and out of school youth in Shanghai keeps increasing, and the complex social problems caused by them increase numerously. These are affected by social concerns.Youth groups wish the government and society could address and meet their growing material and cultural needs. However, the traditional youth community service system is built according to the planned economy, so it is a top-down help. Most of the help begin from the state demand, proceed to serve the interests of the entire social, and want to control young people's enlightenment. Such enlightenment and control act neglected youth character development and actual needs, and format higher and lower levels relations of education, so young people don't accept this control. The community service idea for the urban unemployed and out of school youth provides a new model, which focuses on solving the practical needs and difficulties of young people, so it can be accepted by young people.In this paper, after the review of the community service to unemployed and out of school youth, the currently community service in one street was researched as an example. We investigated the actual needs of unemployed and out of school youth through questionnaires and interviews, and their satisfaction to community service was also researched. The aim of this research is to develop a better community service for unemployed and out of school youth, and thus to improve the community service areas theoretically; and to improve services to help young people in practice continuously, so to help them better adapt to society in the current social context.
