With acceleration of economic globalization advancement and full range of the opening up, China's market economy has been rapid growth in, which also gives rare development opportunity for China's higher education. Where there is chance, there is challenge, faced with the rapid development of our high education, management problems are becoming increasingly emergent. For that reason, the role of management is becoming more and more important in higher education; therefore, to become the top universities needs to implement the first-class administration. When we are amazed by the remarkable performance and the world-class excellence the top universities made, We should also see their unique approach in administration. To become the top university, its administration can not remain at the level of experience management; we should shift to the content of the potentials and increase the efficiency by abandoning the development model of depending only on quantity scale but not for efficiency improvement. We should strengthen university's management ability, improve the administration level and enhance the effective management. Since university administrative departments play an important role in improving its performance and its performance appraisal index system is closely linked with university's performance improvement. Therefore, seeking for an appropriate performance appraisal index system for the coordination of university administration to improve quality, efficiency in office performance is of great significance.In this paper, through reading massive literature, investigation and consultation with relevant experts, it has illuminated the realistic conditions on performance appraisal index design of university administrative departments. Meanwhile, it carries on reasonable analysis and judgments to some of those problems. For those investigated problems, some research papers has been referred to the particularities and differences of university administrative departments which affect the design of performance appraisal index, but they didn't analyze those particularities and differences definitely and distinctively; Also, they didn't apply them in the design of university performance appraisal index. To the existed problems in current performance appraisal index design of university administrative departments, the author attempts to analyze the appraisal object and appraisal subject, which influence the design of performance appraisal index, by unifying kinds of methods including object analytic method and structure model method, etc., then puts forwards three key indicators for effective index design which includes focusing on content analysis of university administrative departments'performance, concerning about the internal benefit counterparts, service coordinate clients point of view correlation among departments. Taking CX University for example, according to its realistic situation, by introducing Balanced Score Card (BSC), this article analyses the strategic theme of administrative departments and confirms common appraisal index through massive questionnaire. Afterward, it checks and quantifies the index through utilizing the Factor Analysis method (FA) and Analytic Hierarchy Process (AHP), revises the four-dimensionality of Balanced Score Card (BSC) in administrative departments by making use of positive data and chooses a certain department for individual index design. Finally, it constructs a performance appraisal index system for university administrative departments by taking CX University as representative.
