After 40 years of rapid development of reform and opening-up,China's economy has undergone tremendous changes,but the reform has gradually entered the deep-water areas.Innovation-driven development and accelerated economic system reform have become the main theme of the times.Therefore,in recent years,all parts of China,especially in coastal areas,have made innovative talents and innovative talents.The demand for talents in skilled industries is very strong,and the competition for talents is gradually unfolding.Compared with most of the high-skilled talents and industrial talents piled up in the first-tier metropolitan areas such as North,Guangzhou and Shenzhen,the third-tier cities represented by Zhaoqing are facing the dilemma of recruiting and retaining people,which also affects the development of local industrial economy.In order to better promote the development of Zhaoqing's industrial economy,the Zhaoqing Municipal Government has launched the "366Project" five-year action plan for industrial development and the "1133 Project" for innovation-driven development,and improved the talent plan of Xijiang under this plan.It is hoped that the supply of industrial talents in Zhaoqing will be enhanced by strengthening the talent policy,especially the policy of talent introduction and incentive.Firstly,this paper combs the difference between Zhaoqing's Industrial Development Foundation and its surrounding cities,and the brain drain problem that Zhaoqing faces in the process of industrial talents' starting up and employment,and analyses the problems existing in Zhaoqing's industrial talents' incentive system and the specific reasons for its ineffectiveness.Quantitative SWOT analysis is used to analyze the problems and ineffectiveness of Zhaoqing's industrial talents' incentive system.Methods Find out the specific quantity difference between Zhaoqing's industrial talent incentive system and actual demand(referring to other surrounding cities),establish the reference standard for the establishment of competitive industrial talent evaluation and incentive system,and put forward the research and establishment of competitive Zhaoqing industrial talent evaluation system and incentive system.The countermeasures and suggestions should be made to encourage and promote the development of industrial talents and the training mechanism of industrial talents based on the co-construction of production,education and research bases by provinces and cities.Based on the analysis of the bottleneck of industrial talents in Zhaoqing on the road of building an innovative society,the author believes that the focus of industrial talents gathering in the third and fourth tier cities should be to establish a policy of industrial talents gathering in line with their own development,including sharing leading figures and high-level talent resources with the first and second tier cities.Improve the working and living environment of the shortage of talents and top-notch talents,and enhance the attraction of the shortage of industrial talents.
