The development of tourism rely on the single tourism resources in the past, and now rely on the evolution between the various tourism resources and multi industry gathered model. Culture is the sedimentation about China for its thousands history, and it is one of the most important attractions to attract tourists to tourism. To flourish cultural tourism industry, we need keep innovation on maintain its vitality and competitiveness. By reviewing the relevant literature, the existing research results on the cultural tourism industry is mainly concentrated on the concept discussion, rarely involving the cultural tourism industry are studied in the view of system,and the empirical research is more little.In this paper, the cultural tourism innovation is regarded as a complex system based on the system science theory, industrial cluster theory and innovation theory from the perspective of innovation, then analysis the cultural tourism, the tourism system innovation system, innovation, cultural tourism and other related concepts, summarize the concept and characteristics of cultural tourism innovation system. Then The paper analysis on the dynamic mechanism of innovation system of cultural tourism though the research about system science theory, the system related factors coupling with other factors and get a complex, coupling force in the final. Subsequently combining with the system science theory, agglomeration theory and other related theories, in accordance with the Logistic curve of the evolution path of the cultural tourism innovation system, and this system is divided into the embryonic stage, growth stage, mature stage and decline or recovery stage. Moreover paper based on the evolution of innovation system of cultural tourism research concluded that it has a concussion and evolutionary cycle of evolution. Finally, this paper takes the typical provinces and cities of different development modes of cultural tourism (Shanghai, Henan, Guizhou) as a example analysis, comparative analysis and the empirical research, then get its present stage.This paper is mainly divided into seven chapters:The 1st-3rd chapter:firstly, mainly introduces the research background, research innovation, research methods and contents; secondly, starting from the relevant research results of the concept of culture tourism, cultural tourism innovation theory, innovation, reviews the achievements of related system of cultural tourism innovation; finally, introduces the theoretical basis of this study, namely, the theory of system science industry cluster theory and innovation theory.The 4th-5th chapter:one of the important chapter of this paper. Firstly, with the cultural tourism, the innovation system concept, definition and characteristics of cultural tourism innovation system. Secondly, the theory of industrial agglomeration evolution mechanism of innovation system of cultural tourism combined with the theory of system science. Finally, according to the evolutionary mechanism get the innovation system of cultural tourism of evolution.The 6th chapter:one of the important chapter of this paper. According to the evolution path of cultural tourism innovation system stated above on the growth pattern of different cultural tourism innovation system of region (Shanghai, Henan, Guizhou) to do empirical analysis. Shanghai cultural tourism innovation system has been in the stage of maturation and signs of recession, but considering that Shanghai is actively building the innovation system of cultural tourism (such as the Shanghai Disney park construction), which may in the future the system of cultural tourism innovation recovery, into the next cycle.
