With the further deepening of the country’s economic development and reform, as a traditional large-scale state-owned enterprise, the level of its organization and management, technological innovation and team building directly determined the competitiveness of enterprises and economic benefits. The promotion of every working levels and enterprise training were closely related. Training will help improve job performance and enhance the quality of the team, and thus enhance the competitiveness of enterprises. Currently automated production equipment, and constantly improved the level of information knowledge, skills, talents resources had became a key factor in business based on industry competition. How to form a sound scientific evaluation mechanism results in training process, should be studied as a corporate human resources strategy planning focus.Based on the X company trends and combined with the current staff skills training to assess aspects of the problems identified training evaluation process, selected Kirkpatrick’s four-level evaluation model, the participants were from the reaction layer, learning level, behavioral level and outcome layer analysis method to assess the effect of the content of skills training, as well as the principles of training evaluation indicators designed to sort out. According to the characteristics of skills training and the job requirements for the technical operations, analyzed the effect of attempting to establish evaluation index system. In the process of building skills training effectiveness evaluation index system, the attempt to introduce growth and innovation indicators such as output, in order to reflect the impact of such skills training skilled personnel for the tobacco industry growth and innovation. Taking a training program X’s case, verified the feasibility and rationality of the system design specifications. By the example of a training in company X for the study, to verify the feasibility and rationality of the index system design, investigated the training programs whether achieved the desired objectives.
