American economist, Nobel prize winner Schultz finds that human beings cannot explain the reason of improving productive power only from the aspects of natural resources , capital and labaour power. Knowledge and ability of persons as capital and wealth transformation are the decisive factors of social progress. But knowledge and ability are obtained only by educational investment, one of which form is training.In recent years, with rapid development of our bank industry internationalization process and new technology influence on banks' reform, bank industry itself and its marketing environment are facing fast changing, bank's staff is facing a lot of challenges, which puts forward higher demand for staff training. To take Bank of Communications for typical example, after it has listed abroad, facing up rival competition, personnel recourse's management and employment become one of the important stratigic means for Bank of Communications' development. Therefore, Bank of Communications constantly increases training, sets up educational and training system and then can make a great achievement.Currrently, staff training is attached importance extensively. In the era of knowledge exposion, it is important to constantly renew knowledge and improve the ability of staff's learning. One of the main means improving the ability of staff's learning is training. Therefore, it is very neccesary and beneficial for staff , industry, and even the whole country to set up and exerting a set of scientific, systemic and effecitive staff training system and furthermore become bank's enterprises' culture.Strengthening staff training can enhance competitive power and carry out stratigic goal, in the meanwhile, it can meet the needs of staff development, encourage staff active work and enhance enterprise cohensive force, setting up effecitive staff training system is the premise of giving the full scope to training.
