qNumerous historic towns and villages in Southwest China are the precious heritages of our ancestors, preserving the traditional culture, folk custom and art of architecture that mirror the development of the history and culture in the erea and the society as well.The governments at all levels now are facing various difficulties and probloms in preserving the historic towns and villages. Therefore it is our top priority to make the proper conservation plan to help the governments to protect the historic towns and villages. This is the starting point of the author's research of this paper.The author points out the root of the problem of the historic towns and villages conservation plan by analysing the policies and theories, combining with the cases study of the conservation plan and the investigation of the towns. And based on the deep exploration of the nation's ruls and regulations and the rigional characteristics of Southwest China, the author proposes the regulatory strategies adapted to the conservation plan of the historic towns and villages.The paper could be divided into four parts and seven chapters, among which the author emphasises on the third, the fourth and the seventh chapter.The first part is the fundamental research including chapter one and chapter two. In chapter one, the authour presents the significance of the study and the present state of the work on the conservation of the historic towns and villages and sets the reseach methods and the framework of the paper. Chapter two shows the distribution of the historic towns and villages in Southwest China and the historical reason of forming, summaries the characteristics of the historic towns and villages from the perspectives of geographical, cultural features and economic situation.The second part is the study of the status quo of the conservation of the historic towns and villages, including chaper three and four. Chapter three depicts the present system of the conservation of the historic towns and villages, giving a review of the development course of the conservation. On the basis of the copy of the plan of twenty historic towns and villages, the author sums up the technology route of the plan and the problems at the level of planning. Chapter four conveys the status quo of the conservation of the historic towns and villages and the problems to be solved. By analysising four cases the author has investigated, the author gives brief discription of the plan of the conservation of the historic towns and villages and points out that the imperfection of regulation and the difficulites of the development of the towns are the main problems of the work of planning.The third part focuses on the strategy, including chapter five and six. Based on the studies above, the workflow of making the plan is proposed. And furthermore, the author gives explaination on how to make control of the process from five aspects as space control, distinct identities control, environment control, development control and technological achievements control. Chapter six stresses on the executive system of the conservation plan by suggesting five strategies to ensure the implementation of the plan: improving legal system, setting up monitoring system, expanding source channel of fund,raising the level of education and enhancing the public participation.Chapter seven is the summary of the paper.
