There is great difference between the research of urban and rural public transportation with that of urban public transport. On the one hand, the urban and rural public transportation’s research area is broad, and its natural form has rich variety. On the other hand, the rural residents take up the most of the urban and rural bus passengers, and their travel characters are different. According to the difference of economy, population and natural conditions between different villages or the towns, the development of urban and rural public transport should have gradation, particularity and rationality.Based on the analysis of urban and rural residents’ travel characteristics, urban and rural bus passengers’ distribution and layout network structure, this paper confirms the general method of the layout structure selection and sizing calculation according to the hierarchy of planning bus network partitioning. After introducing the partitioning method in the research area, this paper analyzes the factors including the status quo of bus coverage, road condition, topography and the overall distribution of the villages qualitatively, and analyzes the factors including regional total travel intensity, average travel intensity per unit area, OD sample variance between traffic zones and the average trip distance quantitatively. The analytic hierarchy process is used in the analysis of the necessity of county-rural bus network.The layout method of country-rural public transit network is the main content of this paper. First of all, the county-rural theory-oriented layout problem is converted into the path of directed network optimization problem, after the nodes selection of the county-rural theory-oriented, the nodes are divided into general nodes and the hub nodes. The second, on the basis of calculating the number of lines, the bus network optimization layout model of single line or multiline will be built with the goal of minimum passengers’ average transport turnover, and the OD volume and road passage distance between nodes become the input, and finally the solving method of the model is proposed on the basis of GA.Last, the analytic hierarchy process is used to calculate and analyze the fitness of county-rural theory-oriented in the divided layout regions with the example of a county. For Region Ⅰ and Region Ⅱ which have higher fitness, according to the wire mesh size constraints, the calculating numbers of lines are both two. According to the layout model of multiline, this paper uses JAVA to find every possible best-route of Region Ⅰ and Region Ⅱ based on the algorithm of GA, and then optimizes the existed country-rural public transit network, and constructs the final urban and rural public transportation three-hierarchies network.
