With the growth of China’s economic and improvement of urbanization level, the contact between urban and rural is becoming more closely, travel demand isincreasing and the flow rate of urban and rural residents is growing continually. Presentsituation of public transport service level is not enough to adapt to the travel demand ofurban and rural residents, which has characteristics of all-weather, large capacity, shortdistance and the high frequency. To provide quick and convenient public transportservices for urban and rural residents, the integration of urban and rural publictransportation is urgently needed. The network layout planning of public transportation isone of the main contents of urban-rural public transport integration. This paper takessmall city as a foothold and makes intensive study of network layout planning ofurban-rural public transport integration. This paper takes one county in the eastern of Shandong province as an example, analyzes the social-economic development and traffic situation, and especially analyzesthe quo of the public transportion. The source of rural passenger flow is introducedsimplely. On the basis of the actual survey data, analyzing the travel characteristics ofurban and rural residents of the small city from four aspects called time distribution, intensity of residents travel, travel mode and trip purpose. Comprehensive growth ratemethod and Maltus population growth model are used to respectively predict future urbanpopulation and the population of the county. Using the "four-stage" demand forecastingmethod to predict traffic volume in the planning year reasonably and provide a referencefor the network layout of public transportation.Taking different characteristics of public transportation between urban area andvillages and towns into account, the layered approach should be adopted to lay out urbanand rural public transportation lines. Using the method of “lay out line by line andoptimize into network” to lay out the urban public transportation network. Taking themethod of “fixed point–arrange the line–transform into network–set the station” toarrange the urban and rural public transportation network and divide it into three levelsincluding the main trunk, branch line and added linking-up roads. Then using themaximum efficiency of road search method to lay out the main public transportation trunk, combining the minimum spanning tree method with the shortest Hamilton circuit method to lay out the public transportation branch lines, on the basis of which to supplement thelinking-up roads to improve the entire network. Finally, adjust the line network repeatedlyto get the most optimal realistic solution, on the basis of summarizing the principles andmethods of evaluation index system, combine the actual situation of the urban and rural toestablish the evaluation index system, and evaluate the result of transit network planning.
