Non-motorized traffic system is not only an integral part of Green Traffic System in medium-sized cities, but also is widely used means of transporting. As city resources are decreasing and environment is deteriorating, advocating widely-used,basic green non-motorized traffic model and utilizing its unique advantages of being green and environment-friendly will be of great importance to alleviate traffic congestion in medium-sized cities as well as to optimize transportation structure and create green city environment. This paper will begin with introducing the concept of non-motorized traffic and its connection with green traffic, and analyzing features and orientations of non-motorized traffic in medium-sized cities, and then dividing system of urban non-motorized traffic into slow transport unit, slow mode corridor and slow mode node from spatial morphology.Secondly, the paper will discuss about elements affect non-motorized traffic system in medium-sized cities, and establish an evaluation index system for it from three aspects which are network, facilities and environment. Then to assess whether the planning and designing of the system is reasonable, value functional approach is adopted to quantify indicators and thus rate evaluation results.Units of urban non-motorized traffic are divided according to city's land planning. Based on land using nature and population planning of each unit, the city traffic generation and predictive model of distribution is built to analyze non-motorized traffic needs. Besides, to provide data for planning and designing corridors for bikes and pedestrians, transportation software such as TransCAD is used to calculate the expectation lines of bicycle distribution and density of pedestrians in these slow transport units. This paper takes the green non-motorized traffic system as a whole, focusing on planning and design of corridors and nodes from perspective of people rather than of cars. In this aspect, gradual approach is used to plan corridor lines of non-motorized traffic; in addition, planning and design of nodes is elaborated from street-crossing facilities, urban road intersections as well as the slow traffic transferring. Finally, the paper takes main city of Ma'anshan as an example, applying its theory and research on the planning and design of non-motorized traffic system basedon the city's conditions.
