The preparatory office is the user of capital, decision maker of project and project operation manager in the construction project management. In the process of project management, organizational structure design is not reasonable, departments and posts design is failure, and there is a deviation in management range design. These components lead to organization operation effectiveness reduced, thus produce all sorts of derivative problems. At the same time, the lack of the internal examination system and power not monitoring are apt to cause errors in project management and economic losses, and even easier to corruption.
