As an important minister of the late Qing Dynasty, Cen Chunxuan played an important role on the development of education during the the New Policy Reform in the Late Qing. As early as 1900, Cen Chunxuan pointed out the important concept according to the situation that education was the first step to wipe out the enemy. Furthermore, Cen Chunxuan knew well that cultivating talents was the solid foundation of the prosperous country and the strong people. Therefore, he was fond of initiating education and appealed strongly to the supreme ruler of the state and the local chief executives that learning from the west and training qualified personnel should be taken as a priority. Actually, he matched words with deeds and promoted actively the development of the education modernization of China. Throughout the New Policy Reform of the late Qing, Cen Chunxuan adhered to the idea of joining Chinese and Western educational together, implemented to his whole official actions and gave a strong impetus to the development of modern education in Shanxi,Sichuan, Guangdong and Guangxi.
