The Research On Innovation Of BDA's Public Service System For Enterprises

The construction of public service-oriented government not only influents the people's daily life, but also plays an important role in the development of the society. For quite some time, the Chinese government takes the responsibility of public administration and distribution. However, the governmental services cannot meet people's increasing demand as the globalization grows. The service for enterprises is one of the governmental functions, also the most direct way of the market regulation and controlling in the new era. The local government, particularly in the special administrative region like economic-technological development area undertakes great responsibility on the construction of public service-oriented government, the innovation on former economy administration and satisfaction of citizens and enterprises.This thesis takes BDA(Beijing Economic-Technological Development Area)as example, takes advantage of the theories of new public management, new public choice, administrative innovation, administrative management, popular democracy and so on, presents the governmental services for enterprises in BDA, analyses the SWOT(Strengths, Weakness, Opportunities and Threaten)of the regional development, utilizes the AHP(Analytic Hierarchy Process Models) to evaluate the most important factors that influents the sustainable development of BDA. Furthermore, we advance the principles and direction of the BDA enterprise serving construction, define the local governmental services arrangement for enterprises, focus on the research of market-oriented methods, including the construction of financing platform, the social supervision system and strategic decision system on evaluating enterprises'demand, and find out the related fields and key points when carry into execution. Finally, the thesis brings out effective measures on the construction of BDA's enterprise serving system from the aspects of governmental function orientation, supervision system building and social resources involvement on public service-oriented government construction, with the purpose of proving feasible suggestions on innovation of BDA's public service system for enterprises.
