With the rapid development of social economy in our country and the tentacles of Reform continuously extending, the Grass-root Government is playing a more and more important role in both government management and social life. Grass-roots Civil Servants are not only the main components of Civil Servants, but also the main executors of public policy. Their working ability and working attitude will significantly affect the quality of the Public Goods and the image of our government. However, there are some disappointing phenomena here in our team that demand our attention. For example, the low incomes, the self-identity crisis and the lack of enthusiasm, all these will seriously affect the work performance of Grass-roots Civil Servants. This is largely due to the lack of the effective incentive mechanism. In light of this, this paper analyzes on the disadvantages of and problems in the current Grass-roots Civil Servants incentive mechanism, and advances some concrete methods for changing such present situation. The author puts forward a series of views to perfect the current policies and specific design of the incentive mechanism of the Grass-roots Civil Servants, to inspire their working enthusiasm, to improve their working performance, to built an more effective incentive mechanism, and in the end,to provide the high quality human resources for Socialist Construction and social development.This thesis concluded a hypothesis that the human nature is "Complex Person" which starts from the group characteristics of the Grass-roots Civil Servants through the analysis of human nature of them. And combined with the Grass-roots Civil Servants’ plight, we analyze their needs for two reasons. First, make the real needs of Grass-roots Civil Servants clear through this analysis; Second, to provide realistic basis for the putting forward of the next policy. Based on the national conditions of our country, this paper analyzes and optimizes the current situation of the incentive mechanism of Grass-roots Civil Servants in our country by using several theories of multiple incentives. Through the analysis of the development process of Grass-roots Civil Servants incentive policy and the status quo of the Grass-roots Civil Servants, it is clear that the three necessity of the innovation of Grass-roots Civil Servants incentive mechanism. By analyze the reasons of the existing problems in the current incentive mechanism of Grass-roots Civil Servants in our country; this paper defines the specific direction of the optimization of the Grass-roots Civil Servants incentive mechanism. To design and optimize the specific path of Grass-roots Civil Servants incentive mechanism from four aspects:innovation incentive concept, comprehensive use of a variety of incentive methods, improving the incentive system and optimizing the external environment. The full text closely related to the needs and incentive mechanism of Grass-roots Civil Servants, the perfection of the whole mechanism is the main line, and the theory of incentive and human nature are the theoretical basis. So we strive to build a more effective incentive mechanism of Grass-roots Civil Servants.
