Government Responsibility To Strengthen The Path

Under the unpredictable changes of the situation, the frequent public crisis has become the inevitable challenges during social management. As the public rights administrator, public service provider, public policy maker and public affair manager, government should take primary responsibility and play a leading role in crisis management to control it at the largest sense and lower its possible loss. Public crisis management is an important responsibility of government and one of the main functions. This ability is closely related to citizens'trust to the government, social stability and even to the survival of the state. Therefore, especially at the process of building harmonious society, enhancing the society-manage function of government is an urging problem to solve. This paper discusses the government responsibility in public crisis management which is helpful to clear the contents and scope of responsibility and helpful to the government to take specific measures and improve the management capacity of public crisis.On the basis of the relevant theoretical exposition, this paper explores the necessity foundation of the government responsibility in public crisis management, based on the use of national origin theory, government function theory and public goods theory. The article analyzes the government's progress in public crisis management by comparing two earthquakes, and analyzes the lack of government responsibility in the crisis management mechanism, including:the weak sense of public crisis, the imperfect management mechanism, the lack of related laws and regulations, and so on. The main reasons are:the lack of government functions, the imperfect performance mechanism, and so on. By comparing and learning the experiences from foreign governments'crisis management for reference, the strategies of strengthening the government responsibility in public crisis management are advanced. The government should strengthen the sense of public crisis, build the related laws and regulations, transform the government functions model, and so on.
