Study On Transformation Of Government's Function And Resource-based Economy

In the resource-based economy resource industries are dominant. After years of high-insensitive development, China's major resource-based regions have entered the mature and decline stage, emerged many problems, such as resource depleting, mining costs rising sharply, the power of competitiveness weakening and the ecological problems. The Paper reviews the theory of government's function and resource-based economy, and then analyses the characteristics of the resource-based economy and the basic requirements of the transformation. This paper has a new talk on the relationship between the changes of government f and its functionsSuperstructure should adapt the economic base. Government is the owner of national resource, the manager of public resources, and the protector of private resources. In the process of changes of resource-based economy, the government should strengthen regulation of economic green development to promote industrial structure from one to multiple as the make of economic policies. The government should improve public service system to make up for the livelihood of historical debts as the public service provider. The government should improve the business environment to achieve the coordination of economic development and environmental protection as the builder of excellent environment. The transformation of government functions should make its department functions position and relationship clear, deepen reform of administrative approval system, implement the decision-making and government affairs opening, and strengthen the responsibility of administrative effectiveness monitoring. Through these measures, the government's changes could be implemented.As a typical resource-based economy province, Shanxi's economy development relies heavily on coal resources and faces the urgent pressure. This paper takes Shanxi province as a case to study to promote the process of economy transformation and government function changes. To promote transformation of resource-based economy, the government need further change the function focus, and improve its development environment to attract talents, investment and industrial transfer. The government need further change the function modern, and strengthen policy regulation to promote the intensive development of industries. The government need further strengthen its social functions and strengthen social management and public service, to resolve the problems of public service.This paper has summarized research results on resource-based economy, and has used knowledge of administrative management, public administration and public economics, to analyze the direction, positioning and ways of government function transformation from the perspective of resource-based economy. We hope these points could be helpful for practice of Shanxi. Due to my individual capacity and limited time, the paper only has some relevant research on transformation of government's unction and resource-based economy. The paper also need take an analysis deeply on the internal transmission mechanism. We need continue to study these points in future.
