Research On The The Policies Of Implementation Of Energy Conversation And Pollution Reduction In Heilongjiang Province

Energy, resources, and environment are the foundation of the production and development of human society, whereas, with the development of economy and society around the world, the resources have been exploited in a large scale, which leads to the problem of resources and environment worldwide. In December 2009, the Copenhagen Climate Change Conference started, which reemphasized the significance of developing a low carbon economy, and the energy conservation and pollution reduction is the first step in the development of low carbon economy. At present, there is little room for the resources and environment to bear the damage. The problems of the low efficiency of using energy and the environmental degradation puzzled the development of economy seriously in China. Based on the severe situation, China raises the concept of sustainable development which is coordinated to economy and social development, in order to solve the problems of resources and environment by transforming the way of economic development. Heilongjiang Province is a large province, which has a great energy consumption and pollution emission. It not only consumes the big amount of energy and has the low efficiency of using resources, but also emits the severe pollution, making the situation of energy, resources, and environment grim. The sustainable development of economy and society requires that we must promote the work of energy conservation and pollution reduction in Heilongjiang Province. Improving the policies and strengthening the institutional innovation is the key factor to promote the energy conservation and pollution reduction.Energy conservation and pollution reduction policy belongs to the field of the public policy, on the basis of defining the nature and analyzing the background of the policy, this paper has described the situation of energy conservation and pollution reduction systematically in domestic and overseas, and summed up the fundamental theory of energy conservation and pollution reduction; On the basis of analyzing the implementation of energy conservation and pollution reduction policies in Heilongjiang Province by the SWOT method, combining with the research on the evaluation index system of the implementation of energy conservation and pollution reduction in domestic and overseas, according to the principles of index design and data availability, this paper constructs a evaluation index system of the implementation of energy conservation and pollution reduction, including the 5 modules i.e. resources consumption, pollution emission, resource recycling and reuse, economic and social development and ecological environmental quality, and 15 evaluation indicators. Besides, this paper uses AHP to compute the datum of every index in all 12 cities in Heilongjiang Province in 2008. According to the results of the evaluation scores, the 12 cities are divided into 5 categories, and by filtering and ordering the index datum, this paper evaluates the development trend of the implementation of energy conservation and emission reduction by 5 modules in Heilongjiang Province over the past decade, and finds that although the five modules development trends of the implementation of energy conservation and emission reduction vary, there is an upward trend generally. By means of analyzing the implementation of energy conservation and pollution reduction, and the advanced experience of promoting the energy conservation and emission reduction at home and abroad, this paper focuses on how to improve the implementation of energy conservation and emission reduction and then raises a sound proposal in three aspects, including the laws and regulations system of energy conservation and pollution reduction, the system of energy conservation and pollution reduction policies, and the implementation enforcement of energy conservation and pollution reduction policies.
