Late 20th century, the British Labour Party government, on the basis o f the experience of previous governments, reviewed the problems of new public management movement, and introduced new reform measures. Joined-up Government is aimed at eliminating the barriers between public and private sectors, government and non-government, central and local resources, and providing citizens with better public services. In such context, the New Deal for Communities is for local governments, especially the development of community, which aims to build a vibrant community, bring equal participation in community affairs of different races, different family and educational background, and provide better public services for community residents. In a word, the concept of New Deal for Communities and the Joined-up Government is consistent, and this is also the reason for the study of New Deal for Communities under the background of the Joined-up Government.In this paper, first, we study the research of the Joined-up Government and New Deal for Communities in foreign and Chinese research, then study the theory and Practical basis of the Joined-up Government, and then introduce the New Deal For Communities practice in the UK. The study case is the area of Salford in the UK, the implement of this area is the joint promote of the central government, city council and local communities. One purpose of this paper is to analyze the contents of the New Deal for Communities and the change happened before and after the New Community Policy. Finally, we summarize the characteristics and effect of the New Deal For Communities, and try to find the revelations for China's community building.Overall, New Deal for Communities, which is in the context of Joined-up Government, has achieved remarkable achievements, but it also has shortcomings, therefore the durability of the construction of the New Deal for Communities need further observation.
