The Research Of Index System Of Service-oriented Government In Jilin Province

The index system of service-oriented government in Jilin provinceAs the development of new public management , service-oriented government as a core concept ,it has been paied much attention by lots of countries. Some countries take to build service-oriented government as an aim and renovation. How to build a service-oriented government, how to measure it is becoming a quite important thing to every one .To build an index system, reflex the service-oriented government really and objectively is very necessary. At the same time a index system of service-oriented government also has the function to guide the way of building the service-oriented government.There are altogether three parts in this thesis.The first part is about some concepts explaining ,the main meaning is the intension of the service oriented government, performance evaluation, and the relationship between the performance evaluation and service oriented government.The second part is about the basic context of service-oriented government,the accordings and principals. And do some detail division ,every index has its own value and weight. The index is depending on Premier Wen jiabao's speech on the third meeting of tenth session of NPC. He said the"management method, the efficiency of administration , department cooperation ,public participation ,government affair public is the sole of building service oriented government. At the same time ,the government functions are economic adjustment ,market supervision, social management and public service. We put these essences together ,and make seven index as the first level index .They are economic efficiency, environment resource ,public service ,social management ,administration efficiency ,market supervision and public affair public . all the index show the aim of service oriented government.In the third part ,we take Jilin province as an example, to make an experiment. In order to show the theory is in reason.
