As an important link of the governments human resources development, public servants training has always been attached great importance to , and also an important strategic investment behavior when the governments facing the future, constructing and creating the future . Since 1980s, the new public management movement caused deep revolution in the public sector governance mode , and to some considerable extent, changed the public servants training management concept and service paradigm in the western developed countries , promoted the overall quality of civil servants effectively in the western developed countries , enhanced the modernization level of government administrative management . Due to the particularity of the political system, the training system and the academic research in our country is so late that scholars can just make a comparative study of the public servants training system at home and abroad , and do some theoretical approaches into the Chinese civil service training system from different angles, such as existing problems and countermeasures, training mode and links, also obtained some good results. But there is still great to do for researchers in combining the practice of public servants training of the local governments .What's more ,civil service training study based on the new public management concept is particularly worth further improving.Economic and social development being relatively backward, Yiyang is a representative of the medium-sized city in the Mid-west . Facing the current national favorable macro-policies , undertaking eastern industrial transfer, promoting "3 + 5" urban construction, how to deal with these challenges and opportunities, the local government urgently need to raise the management level and build a high-quality civil servants team as talents support, and promoting talents training effectiveness is a very important channel to strengthen the construction of civil service ability. In view of successful practice and initial exploration in the new public management in foreign and domestic servants training field, the author makes an effort to provide useful reference for Yiyang civil service training under the new situation, based on relevant analysis and studies, also provide some reference for the public servants training work of those economy-backwarded and medium-sized cities in the Midwest .This paper firstly gives an analysis of the new public management idea and its practice in public servants training field at home and abroad, points out its significance to Yiyang, and provides the corresponding theory and practice in the public servants training for Yiyang . Secondly, the history of civil service training in Yiyang city is reviewed by the method of field-survey, the achievements of training has been summarized, then finds out the existing problems in the public servants training, and analyses the certain reasons based on the perspective of the new public management concept. On that basis, the author puts forward series of suggestions according to the requirements of the new public management concept, including redefining the government role, transforming the government functions, introducing competition mechanism, building a full-open training pattern of the public servants,giving great attention to customer-oriented training concept, innovating the contents and modes of training, perfecting training performance evaluation mechanism, improving training performance appraisal system, training constraint and transformation rule to improve efficiency, the author has made profitable exploration in promoting public servants training level in Yiyang city from theory to practice.
