The System And Generating Logic Of Local Governments’ Compound Strategy On Industrial Support

Industrial support has long been a controversial issue in the late developing countries.This paper focuses on the strategic differences and specific logic of Chinese local government in industry support.The main points of the existing research are as follow.First,for the countries with late industrial development,the government’s industrial support is an important way to achieve economic prosperity.Second,there are three main industrial support strategies,namely,neoliberal national strategy,developmental national strategy and national capitalist strategy,which have different government positioning,industrial intervention degrees and specific methods.Third,the(local)government is mainly responsible for the effect of industrial support,and its industrial administrative capacity and means of industrial support are of great importance.In short,"executive-leading" pattern is the main way for the later-coming government to support industries,and enterprises are generally only objects being governed and supported by the government.However,they can barely explain the new phenomenon of industrial development: how the "compound" supporting strategy,which includes Chinese local government and market enterprises jointly and respectively acting as the main body of industrial support,could take place?Therefore,this paper first clarifies the relevant concepts,industry nature and development process of the target industry(e-sports industry).Based on the case of esports industry in X District of Suzhou,this paper finds that such high-tech industries have high-technical barriers and high changing speed,which leads to insufficient industrial administrative capacity of the government.Industrial development depends on the market/other enterprises to incubate and cultivate the industry in the early stage,and the local government to introduce and develop the industry in the later stage.This forms the "compound" supporting strategy of double main bodies(enterprise and government)and multi-stages(market incubation and administrative guidance),and reveals the logic chain of "industrial nature--industrial administrative ability--industrial supporting strategy",showing that the industrial strategy is the result of complying with the industry nature.In order to verify the effectiveness and necessity of this strategy,this paper also introduces two semi-negative cases to prove that,for the support of high-tech industry,the roles of administration and of market are both indispensable.At the same time,to supplement the understanding of the "compound" supporting strategy,this paper summarizes the "compound" supporting strategy system and its three specific forms.In short,the discussion of "compound" supporting strategies can deepen our general understanding of the guiding-oriented government function,and also provide policy references for the introduction and development of emerging industries to improve industrial ecology.
