At present the market economy and reform&opening up have been implemented in China. As the development of industrialization, more and more surplus labor force in China's rural areas continue to shift to large and medium size cities. The number of migration workers is becoming larger. As a result, more and more migration workers' children would be unattended. Among the issues of agriculture, the development of rural unattended children is one of core issues. Therefore, the problem of unattended children should be solved at once. The creation of suitable environment for the unattended children's development is important for new rural construction, economic development and social stability.Based on the issue of rural unattended children of China, this thesis analyzes the current situation of rural unattended children's development and the causes and process and impacts of rural unattended children with the methodologies of public management. After analysis of the dates collected in X Village of XingPing County Yunnan province, from the public management prospective, this thesis puts forward some effective suggestions and solutions of rural unattended children's development for the government in order to help children to grow up better.This thesis is divided into six chapters. After literature review both domestic and abroad, the first chapter elucidates the significance of and methodologies of this study. The second chapter gives a brief introduction of rural unattended children concepts and relevant public management theories. The third chapter objectively concludes the main problems of rural unattended children through the analysis of their current situation. The fourth part analyzes the raised problems and explores the necessity and urgency to solve the problems of rural unattended children based on the filed research in X Village of XingPing County Yunnan province. The fifth part gives a comprehensive view of rural unattended children's development based on the above analysis. Form the government's view of public management, this part puts forward measures for rural unattended children's development includes towards education, security and psychological growth etc. The last part is the conclusion and discussion part.
