The left-behind children are a new group emerging in the process of China's urbanization.The rural migrant workers enter into cities to work and their children have to be left studying and living in their hometown.These children are referred to as the left-behind children.A great number of children are separated from their parents.Moreover,the left-behind children belong to the scope of vulnerable groups.Problems such as parental care de letion,inadequate guardianship,not timely education,improper education of the guardians may emerge among them.Under the background of diversity trend rise,how to resolve the education problems and the public service supply problems of the left-behind children has become the emphasis of social research.With the development of the economic society,the rural migrant workers increase and it exists various problems upon supply of the left-behind children education,which mainly manifest that problems exis t in families,schools and social education of the left-behind children;the total supply of human resources,material resources and financial resources are inadequate;the supply and demand structure is unbalanced;the supply means that the public service is only supplied by the government is unreasonable;the imperfect compulsive report mechanism,emergency disposal mechanism,accessing persisting mechanism and interventional mechanism of guardian etc.may restrict the development of the left-behind children education supply and count against the progress of the left-behind children education.The reason is that the supply is only managed by the government or the government intervenes excessively,mainly expressing that the role of the government is unclear;the laws and regulations are impact;the publicity is insufficient;the supervisory system is inadequate and the ideas are fault.With methods of literature analysis,experience summary,linking theory with practice and case analysis etc.,this thesis researches the education supply of the left-behind children.Meanwhile,the relevant theories of public administration are applied to combine with the practice of the left-behind children education supply,proposing the measure dominated by the government a nd involved by the diverse subjects for the left-behind children education supply.As the dominant power,the government properly leans to the education field of the left-behind children on the aspect of input and formulate the rules of diverse subject involvement to prevent the emerge of unordered competition through providing the related policies and regulations.Under the premise that the diverse subjects involve actively and the market follows the rules formulate by the government,the education market of the left-behind children is intervened;the non-governmental organization compensate the insufficiency of the government responsibility by active operation.The boarding schools highlight their significance of the front line to construct perfect multi-party communication mechanism between families and schools as well as guardians and schools,and realize the healthy growth of the left-behind children by referring to the successful experience of the left-behind children education public service supply.
