County-level civil servants (some scholars also known as grass-roots civil servants) from the perspective of the number of the main body of China's civil service. So-called "soldiers head ", the county-level civil servants on the one hand is the central political line, principles and policies and the rule of laws and regulations executor, commitment to the realization of state power and the county urban and rural social stability harmonious task; on the other hand, direct and strong relationship with the grassroots, face the grassroots masses, charged with building a grass-roots level, stable grass-roots unite the masses, the great trust and guide the masses. So-called "level of competence in their place to their jobs, the county-level civil servants have to fit their positions, the impact on the relationship between the party and the government and the public, the affected party and the government's image in the minds of the people and affect the CPC's ruling the foundations and governments at all levels of political legitimacy.China's border county government, on the one hand, facing the general issues to promote coordinated and sustainable development of county economy and stability, social products and services, enhance the soft power of the county urban and rural culture; the other hand, faced with maintaining stability in border areas, to safeguard nationalunity, against the hostile forces inside and outside the infiltration division, the prevention of terrorist violence and the outbreak of the special problems. This means that the competence of the frontier county-level civil servants will be a comprehensive consideration of commonness and individuality, universality and particularity.
