Prime Minister Wen Jiabao stressed repeatedly the importance of vocational education on different occasions. He said,"It is by no means an exaggeration to describe the blueprints for the development of vocational education;it is by no means an exaggeration to emphasize the importance of vocational education."But at present, contrasting with the importance of vocational education by our country , there is low recognition for vocational education in our society and the actual situation of development is far from optimistic. Most ordinary people are not willing to let their children receive vocational education and they feel inferior to others if their children go to vocational schools;it is difficult to enroll enough students in vocational schools and students are in general academically poor;cooperation between colleges and enterprises still remains superficial. At the national vocational education working conference in 2009, Minister Zhou Ji pointed out,"Secondary vocational education is facing two tasks: One is to enroll more students. Achieve the aim of enrolling 8,600,000 students. The other is to pay more attention to the quality of education. Improving the quality of education must be put in a prominent position."The key to developing vocational education is not the simple expansion in scale but to improve the quality of education and the key to improving education and teaching quality is teachers. So building up the team of the double-quality teachers that fits vocational education is the key for secondary vocational schools to improve their quality and develop quickly.From the present state of the team of the teachers of secondary vocational schools, this paper systematically analyzes the problems lying in building up the team of the double-quality teachers, and on the basis of analyzing the connotation and quality requirement of the double-quality teachers, the paper raises an effective way to build up the team of the double-quality teachers of secondary vocational schools by using the basic reference and enlightenment of theoretical researches and practices at home and abroad. The purpose of this study was to improve the competency in the quality of the whole teachers of secondary vocational schools through considering building up the team of the double-quality teachers of secondary vocational schools and to cultivate more high-quality,practical and technical talents for the economic and social construction.
