Research On Comprehensive Evaluation Of Universities Scientific Research Level

University scientific research level evaluation refers to carry on the comprehensive analytical judgment to the research activities and input-output situation, to manage, supervise, forecast and regulate the research activity, and provide the basis for the next research decision through the scientific method based on the explicit evaluation objective. The university scientific research level evaluation has already become the important content of the university scientific research management; and the research of university scientific research evaluation has the important theory significance and practice value.The paper analyzed the research status of university scientific research level evaluation both at home and abroad systematically, established a set of comprehensive evaluation index system, and determined the evaluating index weight using the analytic hierarchy process. After weight determination, introduced the gray relative analysis method to the comprehensive evaluation of scientific research level. Through the empirical research based on the near five years'scientific research index data of the North China Electric Power University (NCEPU), the results shows that the NCEPU's scientific research comprehensive level is enhanced steadily, achieves the relative optimum in 2009, and carries on the deep analysis to the evaluation results.
