This paper describes the overview of economic development in Shandong Province, pointed out that Shandong Province, as the strong province of economy, achieved rapid economic development in recent years, showing that the economies of scale is large but not strong, the development model is not optimal, the overall characteristics of economic development is uneven. For this characteristic, the provincial government based on the new span of achieving rich people and prosperity province, proposed to optimize the economic structure, to achieve sustainable economic development; optimize the economic distribution, to achieve balanced economic development; enhance independent innovative capability to achieve rapid economic development; improving consumer ability to the task of achieving stable economic development goals, and proposed low-carbon economic development strategy, Shandong yellow-blue strategy. However, due to far-reaching impact of traditional thinking on the economy, there are some development restrains factors, including weak market awareness, the lack of pioneering spirit, the weak awareness of the rules, the constraints of resource and environmental and so on.And the ideological and political course has a unique role in economic development. It can promote Shandong economy healthy and harmonious by enhancing the quality of individual students, as follows:culturing awareness of the market economy, and enhancing the level of economic market; training the business development capabilities, and providing new field of economic growth; developing market awareness of the rules and promoting orderly economic operation in Shandong; establishing awareness of ecological civilization, and promoting Shandong sustainable economic development, in order to achieve the educational function of ideological and political course combined with the social services.In response to these above-mentioned constraints of economic development and ideological and political course in the role of promoting economic development, this article from the teaching level proposed the principles and methods of how to resolve the economic constraints. In order to strive to promote the ideological and political course of "economic life" module for the realization of the role of economic development, we must adhere to the principle of combing economic literacy training function and economic development service function, combing the comprehensive and targeted economic literacy training, combing the "economic life" subject knowledge and active economic life of Shandong. In addition, we must optimize the "economic life" teaching objectives on the basis of economic development of Shandong, and develop Shandong characteristic resources actively to strengthen the students understanding of the situation provincial policy. We should not only reference materials, but also optimize comprehensive inquiry model to construct economy curriculum group of ideology and politics with Shandong characteristic.
