In the context of higher education being popularized, as a special public university run by non-governmental sectors, the independent college has risen and developed, and its team building of counselors is getting more attention and being attached more importance. At present, counselors in independent colleges tend to be younger and better educated. However, the complicity of students they work for and diversity of work content set even higher demand on them. What's more, counselors of independent colleges are different from those of regular universities, which are determined by the former's own school system, employment systems, management features and special student group. Influenced by school system and employment system, issues lie in counselors are still up in the air, such as their career identity, job duties, training and developing mechanisms and so on, leading to serious staff turnover. Therefore, it is very difficult to cultivate counselors as a professional team in independent colleges.In recent years, to strengthen team building, the independent college authority has implemented performance appraisal with counselors and a series of assessment programs and assessment index system have been designed successively. But none of them seemed perfect, nor were the effects satisfactory. Through reviewing the development of independent college briefly, the characteristics of school building and students are summarized and classified in this study. Besides, how significant it is to implement the assessment has been deeply discussed based on analyzing current situation, main problems and their roots lying in the performance appraisal,. Finally, the basic principles, standards and main body of the assessment system have been confirmed, the performance appraisal index system has been established, with morality, ability, diligence and achievements as its prior norms, ideological quality and other 11 requirements as its secondary norms, the detailed appraisal standard and procedures have been made and how and when to use the results of the assessment has also been cleared, in order to make the performance appraisal of counselors in the independent college systematic, scientific and standardized.
