Being the initial stage of educational system, preschool aging is important to the development of children's intelligence and the formation of characters. Prime minister WenJaBao convenes State Council routine conference and adopts deliberatively《Nation's midterm and long-term educational reform and development project outline (2010-2020)》:emphasizes putting the education to the first development of strategy status, perfecting mordern times educational system of the socialism with Chinese characteristics, spreading mainly preschool education. Looking at the current form of pre-school, pre-school education is divided into public and private pre-school education. In recent years, private pre-school's development has risen dramatically, while the public pre-school education has decreased. A state's development of pre-school play an important role to achieve education equity. The so-called pre-school education, is undertaken by national agencies, mainly funded by the state financial budget, and face for specific groups of children aged 3-6. The kindergarten education open to society. The main purposes of this study are:the understanding of public administration research model; public pre-school education on improving the management of reasonable suggestions and comments. In this study, starting from a management point of view, a case study, combined with the Zhengzhou region of a Public Kindergarten system of internal management and operation status of research, analysis of pre-run management problems in actual operation, and further suggestions and comments.This study is divided into five parts. The first part is the introduction, the background and significance of the research review, the research ideas and methods, and innovation of the paper and shortcomings;the second part is about the development of pre-run situation, the main research public pre-school education and management of the development process; the third part is about Zhengzhou Public discourse status of pre-school management. Mainly from the regulatory level, operational level financial management, personnel management and evaluation of the level of teacher training and curriculum and educational philosophy level up to start on.The fourth part is the pre-run management problems and analysis of the causes: mainly from the state, kindergarten teachers, parents, kindergarten principal four parts to be analyzed. The fifth part is the pre-school education and healthy development of Public Suggestions:separately from the state, teachers, parents, the angle of the four kindergartens. PartⅥis the conclusion, mainly summarize the main points. The innovation of the article are in kindergarten through observation, research, pre-run first describe the various aspects of management performance and on this basis to analyze the advantages and disadvantages. In this paper, the combination of questionnaire and interview methods, the case of management of pre-run, and put forward their views and suggestions. This difficulty is related to a number of kindergartens in financial management data and the specific operation,and I am not sure if the data is completely true, so please understand the issue.
