Research On Soft Power Construction Of Regional Universities

This paper focuses on soft power construction problems of regional universities. Taken the regional universities as the research object, this paper emphasizes the current situation, problems and causes of the soft power of regional universities, and has a comprehensive analysis of the countermeasures.On the basis of a brief introduction to the research background, significance and current situation, this paper presents two main directions to seek a breakthrough:to clarify the internal logic relationships between these relevant concepts such as "soft power", "hard power" and "cultural soft power", to generalize the soft power construction connotation of regional universities; to seek the construction forms and routines based on regional universities.To clarify the connotation of the research concept, this paper has a deep analysis to the concepts such as soft power, hard power and cultural soft power and their mutual conversion. It concludes enlightenments as below, soft power and cultural soft power can't be alternative simply, and regional universities should enhance construction from all component parts of soft power. Soft power is a kind of ultimate competitive and the core force. When the organizations' soft power reaches a certain level, the development of hard power must be under the help of soft power's promotion. The effectiveness of soft power is slow and long-lasting, and is determined by the long-term future; Soft power competition is the highest-level form of nowadays world competition, and stands for highest-level competition form of various social organizations including the higher education system. Thus our higher education organizations should strengthen their soft power construction. On this basis, the article analyzes the meaning of universities'soft power, components and the basic characteristics of the construction of soft power.This paper has a systematic analysis to the condition of regional universities soft power construction, existing problems and causes. It comes to the conclusion that Chinese universities'whole power, especially the soft power is seriously inadequate and faces a series of problems such as loss of excellent human resources, loss of educational funds, loss of educational markets, and loss of educational reputation. It summaries four main problems of regional universities'soft power construction:commonly neglect the emphasis on ideas force construction, the narrowly understanding to the cultural force, management capacity-building needs a further development and Influence construction needs more attention.This paper has a comprehensive analysis to the objective and subjective factors that constrain the soft power construction of the regional universities. It proposes that the practical difficulties caused by extraordinary expansion, economic and social value orientation bias, lack of national investment in education, the uneven investment in education in different regions, the uneven distribution of resources within Higher Education distribution of resources within the balance of Higher Education, local colleges and the insufficient internal conditions of regional universities, lack of independent culture, lack of educational awareness and spirit, lack of scientific development concept, insufficient cognitive to the characteristics of soft power are the objective and subjective factors which constraint the soft power construction of regional universities.Starting from the self controlled level of regional universities, this paper has a systematic measure analysis to the soft power construction of regional universities. It proposes and demonstrates how regional universities should strengthen their soft power construction and improve their comprehensive competitiveness from spirit force, culture force, administration force and influence force. This paper gives four specific responses to how to enhance the ideological power construction of the regional universities. Firstly, regional universities should insist the university sprit cultivation, cultivate the spirit of educators, system-plan and construct university spirit products to agglomerate spirit force of universities. Secondly, by overcoming educational materialistic and short-sight, cherish the intangible value of university character, universities should protect their teachers and students'educational interests, occupy spirit commanding point and maintain the educational character. Thirdly, by developing the education research, universities should ensure scientific level of decision-making, improve the decision-making system and improve the democratic level of decision-making, strengthen school-based research, to achieve decision-making based on school, strengthen policy-making track and improve the decision-making execution. Fourthly, regional universities should firmly establish the basic concepts of reform and development, specifically know that to promote the educational reform through the basic ideas of reform and development, and through the critical path of reform and development. This paper points out five specific measures to regional universities cultural power construction:that is, to cultivate the academic culture, local culture, campus culture, behavior culture and system culture of regional universities. This paper presents three specific proposals on the construction of university management capacity. First is the concept of scientific management. Second is the high-quality management team. Third is to continuously optimize the management system. It also presents three specific proposals on how to strengthen the impact influence construction, that is, to cultivate influence power while supporting the local economic and social development, to integrate alumni resources, consolidate and deepen the impact and to strengthen the management of university reputation.
