The 21st century information technology is developing rapidly, and become the people living, learning indispensable tool. The CCPC and the state council on deepening education reform promoting quality-oriented education decision "requirement:" improving education technologic means of modernization and education informationization level." Meanwhile, in some ways of information technology in the universities of usage can reflect the college running quality and education level. Therefore, to enhance university informatization, make the information technology to provide better services for college is very important. About the use of information technology has been scholars focus of concern, but previous scholars for information technology research on one hand concentrated in the information technology to enterprise the impact, on the other hand concentrated in the enterprise information technology input and output effect. But college belong to, a nonprofit organization, its own particularity makes university informatization is different from enterprise informatization and the characteristics of social informatization. This paper is based on the above background, committed to the needs of university informatization as a system to study, according to the system scientific view, constructing information models, reveals the internal mechanism of information technology function.This paper first on the basis of past research on the connotation of university informatization for defining the college is analyzed and informatization special nature, features and factors and information technique to college influence. Then, the application of the current international popular Meta analysis to the existing literature on teacher's job performance evaluation index of statistical analysis, establish teachers job performance evaluation index system. Secondly, the system dynamic establish university informatization model, through establishing the system causality diagram, flow chart analysis such as university informatization on teachers' job performance influence, and the model simulation, and from the two aspects of qualitative and quantitative research university informatization model mechanism. Finally, based on the above analysis for colleges to carry on a better information construction and improve the utilization rate of information technology in the universities offer beneficial countermeasures and Suggestions.
